$1-bil transit-oriented project slated for Brossard

The City of Brossard and Devimco Immobilier have signed an agreement to develop a billion-dollar mixed-use transit-oriented development (TOD) that includes a tramway station in Sector C of Brossard.

The memorandum of understanding must be approved by members of the Municipal Council of the City of Brossard during a Municipal Council meeting, after which the municipality will consult with citizens on the Development Guide included in the memorandum of understanding.

The development, called “TOD Quartier,” plans to bring together residential, commercial, recreational and office space, as well as a tramway station (LRT), two hotels and a convention centre. The residential component will account for about two thirds of the project, or two million out of a total three million square feet, which will be split between nearly 2,000 rental and condominium units. The development will also feature nearly 20,000 square feet of public space, including a central park, a pedestrian walkway and public art, providing pedestrian and cyclist access.

“We are offering a mixed-use project, aiming for a whole new lifestyle concept founded on the principles of an eco-neighbourhood, where residents and visitors can develop a strong sense of belonging,” said Serge Goulet, president of Devimco Immobilier, in a press conference. “Our innovative project will register in the collective psyche as the flagship project of the greater metropolitan area and be the top reference in TOD-type developments. Because of its density and its diversity, our project will be representative of a true TOD as defined by the Metropolitan Land Use and Development Plan (PMAD).”

As part of the signed agreement, the City of Brossard will finalize the extension of Quartier Boulevard by building an overpass over Highway 10 to address traffic needs while also providing a covered pedestrian walkway and bike path. This extension should be operational in late 2017. It will also extend Lapinière Boulevard and complete the development of the central park no later than December 31, 2017. Prior to completion of construction, Devimco Immobilier will give the City of Brossard the rights to the central park, Lapinière Boulevard, the LRT station and other plots.

Devimco Immobilier aims for the first building to be complete in December 2017.
