A recent update on the Housing Accelerator Fund (HAF) highlights measurable progress as municipalities implement local policy changes to increase housing supply. According to CMHC, thirty‑two municipalities have met or exceeded their program commitments, making them eligible for additional federal reinvestment. More than $42 million is being allocated back to these communities, supporting an estimated 1,300 additional residential building permits.

“Our government is removing barriers and cutting red tape to enable more housing in communities across Canada,” said Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada. “We reward local governments that are delivering real results and building more homes faster. By reinvesting in proven success, we are helping more Canadians access the housing they need.”

Since the launch of the HAF in 2023, municipalities receiving support have issued more than 334,000 residential building permits, and available data indicates that the program is contributing to faster approvals and increased housing activity.

To accelerate rental construction, several municipalities have introduced targeted reforms. Some cities have updated zoning bylaws to permit as‑of‑right multiplexes in low‑density neighbourhoods, enabling more small‑scale rental units. Others have created fast‑track approvals for purpose‑built rental projects or removed minimum parking requirements near transit to reduce construction costs. Municipalities have also expanded permissions for secondary suites and laneway homes, increasing the supply of lower‑cost rental options.

These actions were outlined in locally developed Housing Action Plans submitted in exchange for federal funding. Taken together, CMHC says the policy changes are helping municipalities speed up approvals and support increased housing construction across the country.
